Excerpt: Inspection approach
From 26 January to 2 February 2024, a team of eight inspectors, whom I have authorised to carry out visits to places of detention under COTA on my behalf, made an unannounced five-day visit to Arohata Women’s Prison (Arohata or the Prison).
As part of their visit, inspectors gathered and analysed a range of information to assess conditions and treatment of prisoners against my expectations. This included looking at the impacts that nationwide Corrections staffing levels were having on the Prison, and considering how the Prison was meeting the specific needs of different population groups at Arohata.
Information assessed included documents, as well as interviews and conversations with a number of people, including prisoners and Department of Corrections (Corrections) staff. Inspectors also observed facility activities. Before leaving the facility, inspectors met with senior Prison management to outline their initial observations.
