The Ombudsman has published a new guide on section 18(f) of the OIA (section 17(f) of the LGOIMA), which provides that a request for official information can be refused if the information cannot be made available without substantial collation or research. The guide explains what is meant by ‘substantial collation or research’. It also provides guidance on some of the other mechanisms that are available to agencies to deal with administratively challenging requests.
