Final Opinion on KiwiRail OIA issue

The Chief Ombudsman has investigated Kiwirail's handling of an OIA request for the third main line business case. The Chief Ombudsman has suggested that KiwiRail review its OIA processes and provide training for staff. He has also released a model OIA protocol for KiwiRail and other agencies to use when processing OIA requests that require ministerial involvement.
