Correspondence sent from private email

A requester sought access to a Regional Councillor's telephone and email communications and made a complaint to the Ombudsman when the request was refused. Many of the communications were sent from the Councillor's private email account, and the argument was made that they were not therefore official information. Ombudsman Leo Donnelly did not accept that argument.
